Bump snowflake to b4f4b29a03

Includes merge of pion branch to master (#28942 (moved)) and removal of handler counting code (#32046 (moved)).

This will solve the build failure in #32066 (moved).

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
