bridgedb's reserved bridge emails should annotate bridges by reachability

In #3223 (moved) I suggested annotating each bridge with how many days it's been in the emails.

The harder step is to annotate each bridge with whether we think it's still reachable from $country. The country would be a function of the recipient of the email (China, to start out with).

There are a variety of steps that need to happen before we can close this ticket though -- e.g. a) doing a reachability test from in-country, b) correlating that result with a reachability test from out-of-country, to make sure it didn't simply go down, c) giving that info to bridgedb and having it parse it (see also #1837 (moved)), and then d) using it when constructing the bridge emails.

Is that a complete / accurate list of steps?
