Include exit lists in ExoneraTor results
ExoneraTor's results are based on network statuses and relay descriptors only. That means that an IP address is only considered as part of the Tor network if the relay used this IP address to register at the directory authorities. However, some relays use a separate IP address for exiting to the Internet. ExoneraTor cannot detect these cases and would report that the IP address was not part of the Tor network.
We should include the exit lists in ExoneraTor results. These lists contain the IP addresses that exit relays exit from.
This task is assigned to Metrics Utilities, because it's probably easiest to change the Java or Python version in metrics-utils first. Once that's done, the web version in metrics-web should be updated, too.
