Create a test framework for options_act*()

It's hard to create a test framework for options_act*(), because Tor creates files, opens ports, and does other things.

Here's a sketch of how we could do these tests:

• set all filenames to a temp directory
• DisableNetwork
• make tor exit after options_act*()
• run on all the existing test/conf_examples options
