Create better tooling for canonical tor header includes
When we fix includes, we could also:
- standardise the whitespace
- sort into a consistent order
- remove duplicates
Eventually, we should try to find unused headers, but that seems like a separate ticket. (But we need to do this task first.)
To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
