New account for GSoC student jvoisin (Julien Voisin)
I have obtained a gpg key for Julien Voisin, my GSoC student for the meta-data anonymizing toolkit project. He posted the key using his GSoc Melange account to: http://www.google-melange.com/gsoc/project/google/gsoc2011/jvoisin/26001

I authenticated the fingerprint via IRC and via that url via a few Tor exits, but as of this point we have not yet verified it over any encrypted channel.
I will be attaching the GPG key I got from melange here, and will ask Julien to comment here and verify the attached key on trac is the same one he uploaded.
