Make the new Torperf call trivsocks-client to make request and timeout runs that take too long

Once #3282 (closed) is done, Torperf should call trivsocks-client which makes requests over Tor and which was previously implemented by cron. The output should be appended to local .data files. For debugging purposes, it's okay to use the timeout script first. But eventually, Torperf should be able to timeout runs that take too long itself.
