Write Python version of filter.R to parse Torperf's new .mergedata format

This is the successor of #2687 (closed) where we first tried to write an R script that parses the new .mergedata format. We found that this is not trivial in R, because R is slow for these kind of things. This ticket is about writing a new Python script to convert .mergedata files into CSV which can then be processed by R.
