where are we still excessively strict about clock skew? pluggable transports?

Right now core tor should tolerate +/- 24 hours of clock skew. It seems like some pluggable transports are stricter. We should characterize these and possibly work on solutions if necessary.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
