Modify tests and update README to properly test GetTor locally

Right now the README only says to run: $ pytest-3 tests/

However, tests will always fail due to the lack of a database and hard-coded config files in the the gettor code. We should update this code and the testing instructions to be able to test code locally before deploying on gettor-01.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
