metrics dirbytes graph has two "0 Gbit/s" labels on the y axis

https://metrics.torproject.org/dirbytes.png?start=2019-10-29&end=2020-01-27 right now has three labels on the y axis: "0 Gbit/s", "0 Gbit/s", and "1 Gbit/s". That sure is weird.

Maybe the middle one is actually 0.5, and it gets rounded to zero?

I guess all sorts of things are possible. :)

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
