GetTor should provide download links even if email request is invalid

GetTor only responds to you if you send a correctly-formatted email. My guess is that many users fail at this, at least on their first attempt. (Do we have GetTor metrics do back this up?)

Why not make GetTor more usable by making it respond even to invalid requests? This response could include download links (e.g., for en-US bundles for Windows, Linux, and MacOS), and a note saying something along the lines of "if this isn't the language you wanted, write FOO in the message body".

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
