Update the networks in Chutney's CI to match Tor's new test-network*
We need to update the list of chutney networks in chutney's CI, to match the networks we added to Tor's make test-network and make test-network-all in #33334 (moved).
To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
