Update Community Portal Onion Services section with details on how to set up HSv3 client authorization
We should add a new section in the community portal under community.tp.o/onionservices/#client-auth; to include details on how to set up client authorization for v3 onion services.
To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
