Check boolean values and semantic versioning in the bandwidth file specification

There're KeyValues that are bool (as defined in the dirspec) in the bandwidth file specification and in the actual bandwidth files they're some times {0,1} or {True, False}. Maybe the True/False values should actually be changed in sbws.

The versioning is also defined in dirspec, but Tor versioning is not exactly semantic versioning. For the software version we have started to use PEP404 specifically, while for the specification version we're using just mayor.minor.path format.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
