Add aliases to apache config on check-01

We need the following two aliases to replace the python script that will have used to exist:

Alias /torbulkexitlist /srv/tordnsel.torproject.org/lists/bulk
Alias /cgi-bin/TorBulkExitList.py /srv/tordnsel.torproject.org/lists/bulk

Insert them just after the /exit-addresses Alias and we'll have a good chance of them being in the right place in the file.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
