Tor Browser Overwrites torrc %include Option with Actual Included Options

In Tor Browser 9.5a7 there is a problem after it opens and reads the torrc file.

It gets to the line %include /path/to/folder/ and then rewrites the torrc file without the %include line, but with all the options it just read in.

This has happened to me in the past, but this time it didn't honor the fact I'd already set up a ClientOnionAuthDir option. It overwrote my path with the default for macOS.

Taking advantage of another person's troubleshooting I removed all "torrc" holding only comments.

That didn't fix the problem of the torrc being rewritten without the desired %include.
