Regenerate practracker exceptions in master

Every so often, we do a full regenerate of the practracker exceptions file.

A full regenerate accepts the current state of the tor codebase, and clears the list of practracker warnings.

That way, reviewers can focus on new warnings. (And we aren't confusing new users.)

Ideally, we should slowly be removing files and functions from the exceptions file, as we resolve technical debt.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
