Reduce DataChannelTimeout

Since #33897 (moved) we have separate timeout controls for first establishing the data channel (DataChannelTimeout) and deciding a once-working data channel has died (SnowflakeTimeout). They are both currently set to 30 s. We can lower DataChannelTimeout to discard non-working proxies more quickly.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
