Relay Node refresh causes heavy resource usage

When tor is refreshing its relay node list, it seems to require a large amount of resources in doing so. It is speculated that this may be an issue with interacting with Vidalia when doing the refresh.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
