short-uptime tor server never rotate onion key

/** How often do we rotate onion keys? / #define MIN_ONION_KEY_LIFETIME (7246060)

if (server_mode(options) && get_onion_key_set_at()+MIN_ONION_KEY_LIFETIME < now) { log_info(LD_GENERAL,"Rotating onion key.");

But since onionkey_set_at is reset to whenever we launched Tor, if our uptime never reaches a week, we never rotate.
