Break Intermediate CertDB hack into 2 patches

The memory-only intermediate certdb hack hit some falling bits in Firefox 6 because it does too much. It should be split into two pieces, the piece that makes the certdb memory-only and the piece that attempts to allow you to clear it.

Since the latter piece is most of the code, and is broken anyways, we can get away with only maintaining the first piece between future Firefox releases.

To upload designs, you'll need to enable LFS and have admin enable hashed storage. More information
