Create a string for a window that tells users about TBB
When TBB 2.2.x is stable, we should have Torbutton pop up a one-time message informing non-TBB users to download and install TBB.
We should create the string early on, so it gets translated before deployment.
To upload designs, you'll need to enable LFS and have admin enable hashed storage. More information
