Append "&uptodate=1" to browser.startup.homepage

I finished implementing #3337 (closed). Torbutton will now append either "&uptodate=1" or "&uptodate=0" to the homepage, depending on if the version list contains torbrowser.version or not. In #2285 (moved), I want to change check to display the upgrade notice for all current TBB users (who hit the "small=1" version of the page).

This means we should alter the default homepage in TBB, so that in case the initial versioncheck request fails, we don't needlessly tell brand-new TBB users to upgrade.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
