Remove UseMicrodescriptors 0 from BwAuthority torrc

#3851 (moved) resolves this issue; we should remove "UseMicrodescriptors 0" from the bundled torrc.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
