Build scripts should check for missing entities in translations

If an entity exists in the English DTD, but not in one of the translations, use of that translation will cause a crash (reportedly perhaps a browser crash?)

Therefore, we should have a check in our build script to warn about these kinds of missing translations, so that commits which create new translatable entities will not inadvertently cause such crashes.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
