Fix prefs that require toggle
A lot of our Torbutton prefs require toggle to work. Toggling is hard for TBB users though, as it is disabled by default..
Also, we may want to wait for #3100 (closed) to fix this, to make our lives easier.
To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
