Tor 0.2.2.33 bandwidth overuse

A non-exit relay running tor-0.2.2.33 w/ libevent-2.0.13 configured with rate 5MB (40Mbps) and burst 7MB (56Mbps) consumes approx 45 Mbps. This is not what I see on another similar relay configured for a rate of 10Mbps, which it keeps. Can this be related to libevent2?
