Called rep_hist_desc_stats_init() when desc stats were already initialized.

Today i has updated my Tor version to the last git (Tor v0.2.3.5-alpha-dev (git-d5bb0d778931b200) (with bufferevents)(Running on Linux x86_64) and i has got a bug error when i have change my control port to "ControlPort automatic". OpenSSL 1.0.0e 6 Sep 2011, Linux 2.6.38-10-generic #46 (moved)~lucid1-Ubuntu SMP Wed Jul 6 18:41:04 UTC 2011 x86_64 GNU/Linux, kubuntu Lucid 64 bits LTS
