SoaT should attach files for FailureExitOnly
We're actually seeing a lot of FailureExitOnly mails (which means exits are somehow modifying actual content), but the files live on the scanner machines and list subscribers can't access them to see how serious the modifications are.
SoaT should attach both the original file and modified file as a mime attachment.
