move rsync.torproject.org to aroides.torproject.org

rsync.torproject.org currently points at asteria. Trying to do rsync transfers is frequently very slow, generally under 50kbps. aroides has a full copy of the website and has 10 gbps of bandwidth available.

I suggest we update dns to point rsync at aroides. As far as I can tell, creating a 'tor' rsync directory will work and everyone magically swaps over to aroides once dns is updated.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
