Remove lintian override for /usr/share/doc/tor/INSTALL
The tor Debian package no longer contains Tor's INSTALL file, so commit cb34be367fd9722885d02fcaf65338a270478c08 should be reverted (except for the debian/changelog entry it added).
To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
