Bwauth: Use only "slow" measurements for positive feedback

Something is rotten with the bwauth feedback experiment. My current best guess is that we can't properly measure the occasions where fast nodes do get overloaded, because we don't measure often enough.

One way around this would be to only perform positive feedback for nodes using a filtered measurement set containing only the slow measurements (below mean) for each node.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
