advertise ipv6 bridge address on bridges.tp.o

Linus has an ipv6 bridge up and running. We want to get more people testing them. It wouldn't hurt to tell users about them too.

We should put a little paragraph at the bottom of the https://bridges.torproject.org/ page that says "if you can use IPv6 and you're a Tor expert, upgrade to Tor >=0.2.3.10-alpha and try setting this line in your torrc file".

Then we get more users for testing ipv6, and also some people in China get a working bridge for a while.

(If China blocks the ipv6 bridge addresses we hard-code in the page, we'll have learned something and can build a plan then.)

Eventually we might want the text to be in Chinese, but at first we can expect experts to be able to handle English instructions.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
