Remove support for configuring Tor cloud images as public relays

ec2-prep.sh contains support for configuring an EC2 instance to run as a public relay (grep for “middlerelay”). We don't want people to run public relays on Amazon EC2.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
