Put Tor user manual in an ‘official’ Git repo

The canonical Git repo for our Tor user manual appears to be [https://gitweb.torproject.org/user/runa/tor-manual.git]. It should be [https://gitweb.torproject.org/tor-manual.git].

(This would also give us commit-notification e-mails and IRC messages, which would be a Good Thing for such an important document.)

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
