Add notice log level to obfsproxy
While working on heartbeat log messages (#5083 (closed)) I was wondering which log level I should use. info doesn't make much sense if we're logging sensitive information to info. warn doesn't make sense, because a heartbeat message shouldn't make operators think something's wrong. Having a notice log level and making it the new default might be useful.
To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
