No more split packages, update user manual
As of today, we no longer offer split packages via gettor (see https://trac.torproject.org/projects/tor/ticket/5145 for details). Time to update the user manual again.
To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
