obfsproxy: Support SOCKS per-connection transport arguments

obfsproxy should support per-connection arguments passed through SOCKS authentication. This way, Tor clients can specify shared secrets to their managed obfs2 transport.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
