Fix statement about IPv6 in tor-spec

tor-spec says, "

  • The current specification requires all ORs to have IPv4 addresses, but allows relays to exit and resolve to IPv6 addresses, and to declare IPv6 addresses in their exit policies. The current codebase has no IPv6 support at all. "

That isn't all true right now; there is some IPv6 support, with more coming.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
