Graphs give no indication of displayed quantity

On a page like https://atlas.torproject.org/#details/CF6D0AAFB385BE71B8E111FC5CFF4B47923733BC the graphs just show a number on the y axis. That's not very useful, we need to know whether that's bytes, bits, kilobytes, etc; or maybe arbitrary units like consensus weights.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
