Implement correct status reporting

"Tor enabled" should mean Tor is enabled, not "proxy is configured."

Currently, the "Tor enabled" status just means that Torbutton has configured the proxy settings the way it thinks they should be in order to connect to Tor/Privoxy if they happen to be running.

"Tor enabled" should really mean that Torbutton knows that Tor is running and has successfully built circuits.
