At this point I suspect, but have not confirmed, that this is a side effect of the NoScript changes we made to fix #5477 (moved).  But that's initially mysterious, because most or all of the ruleset parsing code is in HTTPSRules.js, which shouldn't have been affected.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
