Phoronix Media (partial) rule breaks openbenchmarking.org

The "Phoronix Media (Partial)" rule results in an error message on openbenchmarking.org for users who are not logged in.

"HTTPS / SSL support is only available to those who are logged into an OpenBenchmarking.org user account."

This rule should be disabled. It appears to have been added in HTTPS Everywhere 3 development 2.
