tor bundled browser should start just the browser when vidalia & tor already runs

Steps to reproduce

1. $ ./start-tor-browser
2. wait for the browser window to appear
3. just close it
4. $ ./start-tor-browser now it complains about another vidalia process running. a better behavior would be just to launch the browser again.
