Add obfsproxy to Tor stable repository

The Tor stable repository currently contains 0.2.3.17-beta-2.

It might be a good idea to grab obfsproxy from the Tor alpha repository and to add it to the Tor stable repository.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
