Allow config option TestingTorNetwork if AlternateDirAuthority is set

We don't allow TestingTorNetwork to be set if DirServer is not set. We should allow it if AlternateDirAuthority is set.

To upload designs, you'll need to enable LFS and have admin enable hashed storage. More information
