[CHROME] Discogs.com rule breaks at least one image display

In chrome with the latest https everywhere on, the left header image does not display on any pages because it is the image url is re-written with a $ symbol in it.  I did not test to see if this affects other images.  Removal of discogs ruleset from default.rulesets ameliorated this problem

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
