Update connection_init's documentation
connection_init has been updated/refactored but the documentation did not go with it.
Ex. The function no longer allocates space for a socks_request nor does it assign a pseudorandom number for next_circ_id.
To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
