Replace check.tp.o with internal mapaddress + JSON/XML object

We need to replace check.torproject.org with something that scales and something that fails closed. I propose that we create a special address that signals a given exit with a DirPort to return a status - like a TorCheck currently does.

Mike have some ideas. This would remove the need for check.torproject.org entirely in our software, at least.
